Server to server VPN?

Our current 911 network has both the 911 CAD Server (Server 2016 w/MS SQL Server) and the public 911 Dashboard webserver (Server 2012 R2) running on the same subnet. We will be moving the CAD Server to an isolated subnet behind its own firewall and public IP address. Can OpenVPN be configured to link the 2 servers?
