Use OpenVPN to access a private web server

In my home got LTE Internet and I can access the internet from there. Now i installed an apache in my home network and i can access it from inside home.
However when I try to access it from outside(using port forwarding and knowing my public ip address) it does not work because my ISP does not offer me incoming connections.

Now My idea is to setup an OpenVPN Network on a public IP address and make my Server ClientA to the Openvpn and make my Browser PC ClientB to the openVPN.

When ClientA and ClientB login to the OpenVPN network, would the Browser PC be able to access the Content of the Webserver ?(using client-to-client option) ?

Is there any free/cheap service in the internet offering this functionality ? Is there an easier solution to my problem ?
