Connection throttling on outbound request once user starts browsing same website while connected to vpn

My vpn server is configured on aws ec2 instance and have only 1 Public IP and user are connecting to it using ovpn file. Once the user get authenticated to our server a tunnel/ip get allocated to the user and its dhcp based virtual ip get allocated to user then after user are starts using outbound calls like internet browsing, website access etc. But if the number of user increase to 100+ and if users start browsing the same website then the particular website is decline the request because website is treating as an attack because source is same and from single public ip... Can you guys suggest how we can resolve this.. Currently 200 users are connected and if they try to browse abc.com at same time then this all connection getting drop.
