fazlee712 solved it on my end – stupid cause of my own creation. I have all setup files in a folder on the PC, and they are all just named after the program they install; so the install file for this was named OpenVPN.exe, and since the installer saw "openvpn.exe" was a currently-running process, it wouldn't continue with the install. So just had to rename the setup file to something else.
