Can OpenVPN be installed on Windows without a GUI, like on Linux?
I want to install OpenVPN on a Windows Server 2008 R2 Core server, hosted on Amazon EC2.
Can OpenVPN be installed on Windows Server Core (no GUI)?

Yes, definatelly. Even anu window pop-ups, the window will be visible like regular. Or you can use silent installation with command-line options.
