OpenVPN before windows login

is there a way to make it so openvpn starts before a user logs in?

we have ad system and the home profile path along with password resets don't get pushed unless the user is connected via the vpn.

run openvpn as a service and make sure it starts at system startup; this also means the client certificate+key need to be accessible to the SYSTEM account (or whichever account openvpnserv is running as).
