Server upgrade + error

OpenVPN 2.4.4 x86_64-pc-linux-gnu [SSL (OpenSSL)] [LZO] [LZ4] [EPOLL] [PKCS11] [MH/PKTINFO] [AEAD] built on Mar 22 2022

I run Openvpn in Ubuntu. Openvpn server for site-to-site-vpn.

1. I try add new client, and suddendly:
Can't load /root/.rnd into RNG
40032269791680:error:2406F079:random number generator:RAND_load_file:Cannot open file:../crypto/rand/randfile.c:88:Filename=/root/.rnd

I try reboot openvpn, also I try reboot computer. Not help. Next I try remove it new client ("client8"): I delete all files name contain "client8". No help.

2. How I can upgrade this Openvnp from verion 2.4.4 to any new version? Or, is it better use this old and working version?

You definitely should not be running a OpenVPN 2.4.4 at this point. Which version of Ubuntu is that? And which version of OpenSSL? If you update your version of Ubuntu you should also get a newer version of OpenVPN. Even Ubuntu 20.04 which is the oldest supported one has OpenVPN 2.4.7.
