OpenVPN couldn't connect from Outside Netowrk to VPN SERVER

Hi!
FIRSTLY ,
I am new in Vpn server setup and configuration , just learned it from the internet

I have set up pfsense server on my virtual machine,
i did everything correctly like the explanation on the internet
lan interface v4 :192.168.1.3/24 in the same local subnet
wan interface v4 : 192.168.1.5 from dhcp
public static IP :197.X.X.X /32

I set it to remote 197.xx.xxx.xx , where 188.xx.xxx.xx is my PUBLIC ip
note: router firewall has been disabled ..
created server Certificate correctly
create dynamic dns also
but when I use it from a remote location it does not work
and i get this error
tls error: tls key negotiation failed to occur within 60

lan interface v4 :192.168.1.3/24 in the same local subnet and wan interface v4 : 192.168.1.5 are in the same subnet - 192.168.1.1 ~ 192.168.1.254 -, so whatever you try is never gonna work. you have a basic misconfiguration.

can you clarify to me the correct configuration for remote access from outside the network
