Copy to OpenVPN Button Unavailable in Finder

Hi. I'm trying to import my ovpn profile but the Copy to OpenVPN button is unavailable in the Files app. For context, I'm running iOS 16.3.1 OpenVPN Connect version 3.3.3. I upload the .ovpn file to iCloud and used the share button to open the options. At the bottom with the row of apps, I scroll to the right and click on More. OpenVPN is not listed under Favorites nor Suggestions. I'm not familiar with iOS; do I have to enable the "copy to" option in finder? And how would I do this?

Apps not showing up in the share sheet looks like a fairly common occurrence on iOS devices:

Many users are reporting that after toggling between system languages fixes the issue and the missing apps reappear in the share sheet.
I think you can give it a try.

I having this issue now and changing languages is not fixing the issue. I have IOS 16.6. Please Help
