Hi I followed the site https://www.digitalocean.com/community/tutorials/how-to-set-up-an-openvpn-server-on-ubuntu-18-04 to generate the certs from the server PC which runs the OpenVPN serverand get it signed by an external signing PC. However I have a situation that the server PC will be in another location, and I have to provide a few new client PCs which are not yet built. My question is is it possible to generate the certs not by the server machine but generated and signed by PCs which are local to me and then import these certificates onto the server machine (I can transfer the certs in a USB key)

yes you can do that but you need understand how certificate works and import to server openvpn.
