Hand-off fine from WiFi to 4G but disconnect from 4G to WiFi

Any suggestions why iOS9 OpenVPN Connect will hand-off from WiFi to 4G but not from 4G to WiFi? The log file shows the 4G connection followed by detection of WiFi then repeated attempts to connect to WiFi using the last public IP rather than a private IP. After which OpenVpn gives up and disconnects leaving me to restart next time I leave the WiFi network.

I manage the VPN server on the WiFi network. The WiFi network has a DNS server with a hostname matching the public that points to the private VPN server.

I recently learned, with iOS9, OpenVpn has a setup parameter "Connect via; cellular only, wifi only, any network". I changed from any to cellular but no improvement. Now with 4G enabled and move into range and associated with WiFi network the GUI says PAUSED and the log reports;

Is this the only OpenVpn Connect forum for iOS? Participation seems very weak.
