How to create a user account using command line

I would like to create a user account and assign a password using a command line tool (so that I can automate it). Assuming I am using the 'local' authentication method, is there a tool to do this? I see the /usr/local/openvpn_as/script/sacli description but could not find an appropriate option. Thanks for any help.
