Permissions for Allowed Network

I'm having trouble setting permissions correctly for "Allowed Networks" (Split Tunneling)
Under Configuration / VPN Settings / Routing I see where I can "Specify the private subnets to which all clients should be given access"

If I enter my subnets here all VPN users can access them all.

I would like to separate the networks people can access.

Under user permissions I saw that if put my subnets in the box for "Allow Access To these Networks:" then I can restrict the network access. But I'd like to be able to manage this by groups rather than by each individual user.

Under Group Permissions I created a group, set Access Control to yes and entered the networks I'd like that group to be able to access and assigned the user etc that group but this didn't seam to permit the user to access the groups listed.

Do I need to specify all my networks in the VPN Settings menu first and then list only the one's they have permission to access in the group field? Is it even possible to restrict network access by groups?
