Unable to connect ASUS behind ASUS router and COX Router

Hello,

I have COX panoramic WIFI home router and an ASUS router connected to that.

CONFIG
Openvpn on ASUS
port 1025
DDNS hostname
user profile created with password
no other special config
export ovpn file
install on iphone and connection do not establish
logs show resolution works and iP is correct but it can never reach the vpn server on ASUS router
internet works no issues and have tried on cell network and directly on home wifi
any ideas of what I am missing
firewalls on both routers disabled.
