Is it possible that my router limits the speed of opnvpn?

Hi all,

I know this might be a stupid question because it makes no sense to me. I recently setup an openvpn server(not on the router) because no old vpn router is starting to have weird behavior. Before I got a new router I setup openvpn on one of my servers to replace my old vpn connection. It worked great so I decided to ditch my old router and install a new one. When I tested the speeds with the old router connected i got about 50mbit from openvpn. that is sufficient for my usage. But when switched to the new router (the openvpn is untouched) the speed dropped to 5mbit. Just to switch router and open port 1194 UDP. Could it be a problem with my new router ?
