One of our remote user keeps getting this message.
SESSION_ID only allowed to be used by client IP address that created it.
I tried changing the default timeout session setting on the command line but it is not working.
Any other thoughts?

I gloomily came to the ironic conclusion that if you take a highly intelligent person and give them the best possible, elite education, then you will most likely wind up with an academic who is completely impervious to reality.

I think you may be running a very old Access Server version that still has this particular feature. Is that correct? If so, updating it should help. Alternatively you can find information in the link Pippin provided that can show how to disable this check.
But given the choice of disabling the check and sticking with an old Access Server, or just updating Access Server, I would recommend to update Access Server.
