can't open vpn

Hello, hope all is well.

I'm trying to set up openVPN open-source community version with the following steps:

1. download the openVPN file
2. write "sudo apt install openvpn",
3. then write "sudo openvpn /path/to/file.ovpn"

However, when I do this, it never fully loads,. Any ideas?
