OpenVPN Free version

Hello,
I am having difficulty understanding the free vs licensed part of the product. From what I can tell, openvpn-as (access server) requires licensing. I am in search of the free version. Also, is there a free version of the web interface that I can use to distribute client/keys with? Any assistance would be greatly appreciated!
