oh yes, very well.... you are the close mind on openvpn. but I understand.... My question is:
manage cisco vpn clients is very difficult (not support LDAP or Radius, nothing). but once connected, open the port I listen to my openvpn server (with LDAP Radius, all) ... happy! but we can not, right? ..

I THINK you are asking if you can run openvpn only inside a cisco vpn connection.
If your cisco vpn gives you an IP on a new internal subnet (like openvpn does), you certainly can run openvpn on it.
the directive "local" controls that
from the man page:
--local host
Local host name or IP address for bind. If specified, OpenVPN will bind to this address only. If unspecified, OpenVPN will bind to all interfaces.
