We have been seeing this issue with about 3-4 clients since being updated to v2.4.x. It is noted in the Wiki Tracker here with details (https://community.openvpn.net/openvpn/ticket/878) by others and it has not been responded to in weeks besides users with the same issue. I wanted to ask here in case someone else has seen this also. On Friday I added a note that I may have found a work-around, although I've only tried on two of the sites that we have seen with this issue.
In our setup, we are using CCD to push a specific IP Address to each client and the TAP will not set it unless you disable and enable the adapter first. Once it works, if the client service or GUI is restarted, the TAP has to be disabled and enabled again to work.
