Server.conf routes and ccd directory

I have a similar question. I have multiple sites that we have assigned a /28 to. I would like to hand out an IP address for (e.g. site1) based on a certificate with the CN of site1. In this case OpenVPN should assign the client connecting an IP address using its normal /30 addresses. The question is, do I need to add ever /28 under the server.conf directive as well as in the ccd directory?
