strange local area network problem

I have a windows 2016 server I have installed inside of hyper-v Openvpn. I have it working except for one problem. I can ping every ip address in the system except the actual server server in which hpyer-v is installed I can even ping the virtual switch adapter on the server, the problem is I need to access the real ip shown below is the ipconfig


Ethernet adapter NIC1:

Default Gateway . . . . . . . . . : 192.168.1.1

Link-local IPv6 Address . . . . . : fe80::3c03:cb13:8e14:cd7a%2

how can I get to 192.168.1.129 the programs I need to access are there and changing all he workstation through 3 counties is not an option ( computer literacy issues on users part)
