Having problems installing/uninstalling 2.4 I602

Hey guys, I have checked around the forums and web for this issue but I can't find it duplicated. I don't even have this issue on my Win10 Desktop, just my brand new laptop.
When trying to install a config package from pF Sense the install just hangs on 'amending PATH'. I let it run all night once and it looked like it was installed successfully but then would never get a handshake when trying to connect. When trying to uninstall and reinstall, the tool hangs at 'removing from PATH.'
I have gone as far as removing TAP individually then trying to remove OpenVPN. No dice. I went into SafeMode and was able to get both uninstalled! But then it would hang on reinstallation saying TAP couldn't be installed (in SafeMode). So I installed TAP separately, and still no handshake. I have also tried forgoing the config package and just installing OpenVPN by itself, nothing. Went through registry and manually deleted anything related to OpenVPN. Nothing. Should I reformat?
I just double clicked the bugger on my desktop computer and it connects flawlessly.
