TAP-Win 32 Adapter OAS-Driver not initialized-Win Vista SP1

TAP-Win 32 Adapter OAS-Driver not initialized-Win Vista SP1

Hi,

I tried installing Open vpn but not able to connect to vpn server. Looks like the issue is with the tap win 32 adapter.
In device manager, the TAP-Win 32 Adapter OAS is listed with a yellow exclamation icon and on checking the properties, the below message is shown.

Windows cannot initialize the device driver for this hardware. (Code 37)

After trying to connect the vpn server by providing credentials, the logs shows as below

Sat Jan 18 12:26:07 2014 CreateFile failed on TAP device: \\.\Global\{577D60E1-3DA5-4FBD-94EA-39B16B452F46}.tap
Sat Jan 18 12:26:07 2014 MANAGEMENT: Client disconnected
Sat Jan 18 12:26:07 2014 All TAP-Win32 adapters on this system are currently in use.
Sat Jan 18 12:26:07 2014 Exiting due to fatal error

System details :
Windows Vista Home Premium
Service Pack 1
32-bit OS

I have tried installing the open vpn with "Run as Administrator" privileges and also by disabling firewall.

I have tried out installing multiple versions of open vpn as well but it didnt work :(

openvpn-2.1.1-install
openvpn-2.1.3-install
tap-windows-9.9.2_3
openvpn-install-2.3.0-I005-i686
openvpn-install-2.3.2-I003-i686

I have same issue, after OpenVPN install on Windows Vista, and i addeded .ovpn config file, then click connect and it failed with errors:
Sun Jan 24 22:02:48 2016 CreateFile failed on TAP device: \\.\Global\{95B5E8F2-A482-4F1C-84AF-8ACDE893090B}.tap
Sun Jan 24 22:02:48 2016 MANAGEMENT: Client disconnected
Sun Jan 24 22:02:48 2016 All TAP-Windows adapters on this system are currently in use.
Sun Jan 24 22:02:48 2016 Exiting due to fatal error

And i see in the Device manager in Windows is the exclamation mark next to TAP-Windows-Adapter V9 and it says that the driver for this hardware canot be initialized, code 37. Please how to fix this?
