OpenVPN speed / performance issues

i've got this setup

OpenVPN server (ubuntu) bridged -> 100Mbit inet -> client on a 20/4Mbit inet

but the download speed trough the tunnel is just like 10Mbits, ive also adjusted the different MTU sizes (tested with mtu-test)
but no performance increase...

multiple Replay-window backtrack occurre warnings in the logs.

openvpn is configured and based on UDP, does a TCP setup make any difference?
