Openvpn Performance Testing

Hi,
I am trying to create an OpenVPN network with 400 clients. Each client system is using bandwidth of 2 Mbps. So I need to know the answers for the following questions.
1. What is the maximum number of openvpn clients that can be connected to the openvpn server at a time.
2. What are the server requirements for connecting 400 openvpn clients
3. How can I create a load balancer/failover to the server.

I am new to openvpn, any reply will be appreciated.
