iOS 10 can't enable VPN from iOS VPN settings

Under iOS 9, once I added a VPN to the OpenVPN app, I could turn it off and on from the iOS VPN Settings menu. Under iOS 10 I'm unable to do that. I can enable and disable VPN from the app itself, but if I try to turn on VPN from the iOS settings menu it turns off after a few seconds. I checked the log and it looks like it's unable to find the "identity". I'm not sure what that means exactly since the name listed matches the name in the Open VPN app. I do have my VPN profile set to use a certificate, but that used to work in iOS 9 and it works in the app.

Any ideas how to fix this?
