OpenVPN Connect not available in other Apple Store ?

Hello i am trying to find the OpenVPN connect app on my app store (iOS) ... it seems to be unavailable in france ?

Is it available in other store than the US one ?
only in the US store ?

I was able to get it from Apple's German iOS store, so it is definitely not restricted to just the US store...

Unfortunately, we are not allowed to offer the iOS app for download in France without a Encryption Import License from the Agence Nationale de la Securite des Systemes d'Information. We are currently applying for this license but the process takes time.

The app is available in all other European countries except France.
