allowed apps toggles 'for only' and 'all but exclude'

Am using OpenVPN for Android 0.6.73. I am trying to set my VPN to only be used for two apps, so I set "VPN is used for only for selected apps". However everytime I reboot my Android device, the setting goes back to "VPN is used for all apps but exclude selected". Seems like there may be some other actions that toggle this setting inadvertently. Why is this happening?
