Storing OpenVPN File on SD Card versus Internal Memory

In installing OpenVPN, the instructions ask users to install the file to the SD card instead of internal memory. Is there a reason for this?

Also, it could be specific to Samsung, but I notice the OpenVPN app (latest one available as of yesterday) cannot read from the SD card. I tried OpenVPN by Arne Schwab and it can read from the SD card. I have noticed this problem with other software on other Samsung products such as a tablet. The OpenVPN app will show the internal memory as an SD card but not read the actual SD card. It can't see the SD card at all. How secure is it to just leave the file on the phone like this regardless of where it is stored? Cant someone just hack in and take the file?

Also the Arne Schwab version seems to reject installation citing some issue with the security certificate while the OpenVPN doesn't. This is also documented on the AS forum. Whats this all about?
