WARNING: can't open config file: /etc/ssl/openssl.cnf

I've installed Open VPN on Win7 x64. Followed the tutorial here:

When I get to the step to generate Diffie Hellman parameters, I enter the command "build-dh" and I get "WARNING: can't open config file: /etc/ssl/openssl.cnf" and then it just sits there doing nothing.

Ok did that. Ran build-dh and now I get this error:

3484:error:0E065068:configuration file routines:STR_COPY:variable has no value:conf_def.c:618:line 37

I've decided to go with another application.

I remember having similar problems - probably the same thing - trying to install this a year or two ago. I've decided that if a basic thing like installing it doesn't work like it's supposed to, then I can't trust it for anything.
