Does OpenVPN make it safe to stream in Canada??

Hi, can I safely stream movies and tv shows in Canada by using OpenVPN?

We have new laws about streaming and downloading this year and basically the government can track your downloads and what you've been streaming and you can get in a lot of trouble.

I'm looking for a way to bypass this, and I need to know if OpenVPN can do this.
