Why can't I connect to my Admin UI Panel

Hi!
Just a quick question, I was attempting to set up a OpenVPN as on centos 6.8 (renting from ovh), and for some reason, when I get the confirmation after installing the rpm package, I am not able to connect to the url in my web browser. The specific chrome error is "ERROR_CONNECTION_RESET". This is very strange to me as I made sure I had https: along with the port. I also saw an OpenVPN article about force starting, which I did, but I still can't connect to the webpage.

So, I was wondering, is this server side? and what steps can I do to troubleshoot this problem?
