update openvpn server

I installed the pre-configured appliance in Hyper-V. It comes with 2.0.12. I updated everything, the I found instructions how to add the current openvpn repositories, which I did. I then ran apt-get update && apt-get upgrade openvpn. It said it upgraded to 2.3.(something). I restarted the VM and when I log into the web UI it still shows the AS version as 2.0.12

How do I get this upgraded?
