Licensing question - regarding multiple sites

Is it possible to use the VPN solution 10 client minimum in two sites. We have 5 users in location A (east coast) and 5 in location B (west coast). Do we have to purchase two separate 10 user license packs for each site or can we purchase a single and use it for both locations?
