Hi,
In the past, my openVPN tunnel functioned perfectly, but one day without any reason, I had this message:

Tue Aug 16 10:12:35 2016 TLS Error: TLS key negotiation failed to occur within 60 seconds (check your network connectivity)
Tue Aug 16 10:12:35 2016 TLS Error: TLS handshake failed
Tue Aug 16 10:12:35 2016 SIGUSR1[soft,tls-error] received, process restarting

I don't know why and I don't know how fix this...

I have try uninstall all and reinstall or test with another config file, but nothing work :'(

(I'm on windows 7 64 bit)

This is most often caused by either a firewall blocking you, a port forward not being done or the server is not running.
