Network management (lights on off)

Having read through and searched numerous post I was expecting to come across some management plugins.

I use AS for Site to Site VPNs. Although the inbuilt "current users list" is helpful I would like to see non-connected clients.

What's a cost effective method of having a lights on off gui for client VPNS? Or is there anything open source that will meet my requirement?
