Some Clients can't use Skype Desktop App

I'm running an instance of OpenVPN-AS on a VPS hosted by Linode.

I'm having an issue where some users can connect fine, and can use everything BUT the Skype Desktop Client. Skype will just say "Connecting" forever and never connect. 80% of the users have no issue at all though.

OpenVPN is running on UDP port 1194 and TCP port 443.

Is there anyway the firewall for the network they are on is hindering this in some way? It should be an "All or Nothing" situation..right?

Skype should be seeing my servers VPN as the client and then the packets should be tunneled back to the client. It should all be encrypted so it's not like a firewall can pick and choose what to block.

Any ideas?
