Strange behavior from one VPN Server to another

hi,
After lots of research i couldn't come to an explanation, therefore i'm posting here to hopfully get an answer.
Context:
Win10 pro + OpenVPN
LAn ethernet
Scenario:
Satring from clean TCP/IP Stack
Attempt 1:Connecting VPN server in Canada1- OK
Attempt 2:Connecting VPN server in Canada2- Not OK
Attempt 3:Connecting VPN server in Canada1- OK
Reset TCP/IP stack then reboot
Attempt 1:Connecting VPN server in Canada2- OK
Attempt 2:Connecting VPN server in Canada1- Not OK
Attempt 3:Connecting VPN server in Canada2- OK
Conclusion:
It seems like when i disconnect from a VPN server, something is not cleaned properly (or a service is hanging there) not allowing me to switch to another VPN server and i need to reset the TCP/IP stack and reboot in order to switch VPN server which is a pain.
Any advices, suggestions towards this behavior?
