Tunneling server through VPN

I have a server that contains the Web site, and I have another server which I configured as a VPN (both are dedicated). Server with a web page, I want to tunnel through the VPN (through another server where it is configured OpenVPN) First I tried to connect my computer to the VPN (OpenVPN) and it works without problems. When I connected server on another server with OpenVPN, connected server was unavailable to reach with browser, or SSH connection as root user. Only thing I can do is to make hard restart on client server with web page I dont have another option. My question is how can I fix OpenVPN, so I can tunnel another server through it?
