Am looking for OpenVPN providers that are selling dedicated IP as well for UK , USA prefer. Am as well looking for providers that are selling dedicated IP for my windows VPN connection setup i am not sure hows that called L2TP ?

you can use OpenVPN on Windows, even if the other end is another OS or in another country (if your laws and providers allow). no L2TP needed.
