build openvpn without ssl?

I'm trying to build openvpn 2.1.4 on windows without ssl. To do this i followed the how to instruction but edited the makeopenvpn file to add -disable-ssl. The problem is it always returs error in one of the structure. Somewhere in the proxy callback. But without -disable-ssl openvpn compilation is perfectly do. I don't even know what ssl got to do with the proxy callback. I can't post the error because i'm on mobile.
