Off The Shelf VPN Management Scvript??

Hi.
Have been looking around for a few hours now but can't seem to find anything to suit my needs.
I am looking for a VPN management script that I can just setup on my dedicated server.
I want to run my own hidemyass style VPN business dedicated to HD streaming on highly optimised servers catering to Kodi users... Most VPNs way over-subscribe and this creates a problem with buffering, I want to change all that with very lightly subscribed servers.
Can anybody point me in the right direction please?
