Windows native VPN and OpenVPN on same client

I have had several openvpn locations running for some time. On my clients I have the openvpn client running with multiple site configurations.
People that use multiple sites can be connected to all locations without issues.
However, a new branch location has been added, and the vpn that has been setup uses native windows vpn client.
I can no longer have a client computer connected to that site and other sites at the same time.
I can connect to one site at a time without issues.
However, the openvpn client always has precedence. If the windows client is already connected, when openvpn connects to a remote site, the windows vpn stops functioning. The connection stays up, but no traffic is routed to that site.
If openvpn client is already running, starting the windows vpn client results in a connection being established, but no traffic passes.
