Had a question about the OpenVPN protocol. Mod locked it without reading it.

What is VPNBook? The thread name got changed. I can only find a phishy VPN service by that name.

Who should I pay? Is there a VPN protocol school? Or does he mean the 'provider'? Whoever this would be.

I'm not trying to hack anybody?
I'm just trying to understand the protocol and looking for a way to test if an (my) OpenVPN UDP server is up and listening.

If protocol questions are not welcome here, does anybody know where I might ask those? The official docs are severely lacking.
